Each financial year, the national government allocates one half of one per cent of all revenue collected β€” currently between KES 4 and 6 billion annually β€” to this fund. The Commission on Revenue Allocation (CRA) determines which counties qualify and how much each receives based on defined poverty, infrastructure deficit, and marginalization indicators.
