County Government Procurement Kenya: How to Get on the Preferred Supplier List in 2026

County governments run their own procurement — separate from IFMIS. Here's how to register, get shortlisted, and win county tenders in Kenya in 2026.

Each of Kenya's 47 counties operates its own procurement unit, maintains its own approved supplier lists, and issues its own tenders — largely independent of the national government's IFMIS portal. County procurement follows the Public Procurement and Asset Disposal Act (PPADA) but is administered through individual county Treasury departments. Within works: building construction, road maintenance, water infrastructure. Within services: cleaning, security, consultancy, catering. Register in every category that matches your business to maximise exposure to call-offs.

County government procurement is particularly attractive for SMEs because county procurement committees can approve direct procurement (single sourcing) for contracts below KES 500,000 without advertising. Building a relationship with a County Secretary's office, being on the approved list, and delivering consistently can result in regular small-value direct orders without competitive bidding. Over time, these relationships and reference letters from counties support your bids for larger national government tenders.

The most common mistake businesses make with county procurement is treating it as one market. A logistics company in Mombasa should be registered in Mombasa, Kilifi, Kwale, and Taita-Taveta counties — all served from Mombasa. A Kisumu-based IT firm should be registered in Kisumu, Siaya, Homa Bay, and Migori. Geographic proximity to county headquarters is a real advantage in service delivery evaluation.
