Devolution transferred massive agriculture mandates to Kenya's 47 counties. Counties with the biggest agriculture budgets include Trans Nzoia, Uasin Gishu, Nakuru, Meru, Kirinyaga, and Bungoma — each running hundreds of millions in annual procurement.

International organizations running food security programmes in Kenya are significant buyers. WFP procures food commodities for school feeding, logistics for hard-to-reach areas, and warehouse services. FAO procures technical consulting, training delivery, and agricultural surveys. CGIAR centres (CIMMYT, ILRI, CIP, ICRAF) procure research support services and facility management. International procurement requires UN vendor registration but contracts are larger, payment is reliable, and renewal rates are high.

The seasonal procurement calendar is key: July-September is the new financial year when most Q1 procurement activates; October-December covers planting season procurement; January-March sees mid-year review with supplementary budget approvals; April-June is financial year-end with high volumes of spot purchases where relationships matter more than formal tenders.
