AGPO Certificate Kenya: How to Apply, Renew and Use It to Win Tenders (2026 Complete Guide)

AGPO stands for Access to Government Procurement Opportunities. Kenya's law requires that at least 30% of all government procurement be set aside for youth (aged 18-35), women, and persons with disabilities. The Kenyan government spends over KES 600 billion annually on procurement — 30% of that is KES 180 billion per year reserved for businesses that qualify. The AGPO certificate is your ticket in.

Before applying, check that your business meets the basic eligibility requirements: more than 30% of the business must be owned by youth, women, or PWDs; your business must be formally registered in Kenya; you must have a valid Tax Compliance Certificate; and for youth businesses, all qualifying directors must be between 18 and 35 years of age. Gather your Certificate of Incorporation, KRA PIN Certificate, TCC, ID copies of all directors, CR12, business permit, and bank account details before logging into the portal.

Registration is done at agpo.go.ke. Create an account, complete your business profile, upload your documents, declare your directors and ownership percentages, and submit. The application is free. The AGPO secretariat typically processes applications within 10-21 working days, during which your documents are verified against the Registrar of Companies, KRA, and other government systems.

Your AGPO certificate is valid for 3 years from date of issue. Start your renewal process at least 3 months before expiry — an expired AGPO certificate means you cannot bid on reserved tenders until renewal is complete. Many businesses let their certificate expire because they do not track the expiry date; set a calendar reminder immediately.

Getting the certificate is step one. To use it effectively, look specifically for tenders containing language like 'Reserved for Youth/Women/PWD enterprises' or 'AGPO category' on MyGov (mygov.go.ke) and PPRA (ppip.go.ke). Include your certificate in every bid as part of the mandatory documents — missing it, even if you are registered, will disqualify your bid.
